CHIRP for radios and Windows 10 Pro

I have Windows 10 Pro and I can not get CHIRP (a radio program) to connect to Repeaterbook.I tried reinstalling windows,resetting my router,disconnecting my router and hooking to my modem,unblocking Chirpw.exe on Windows firewall,shutting Windows Firewall off totally,gettiing very confused because I had this working once.
Oh yeah I installed the progrm Python in hopes that would give it a kick,tried C++ install still no dice. Anyone a genius at this stuff?

The program does talk to and from the radio to the program.....

Do you have Wireshark installed? I would do a packet capture of the communication trying to reach repeaterbook. That should hopefully give a better picture of what's happening.

Rewrote the BIOS now its ok!
