As of the end of the year, the CHP 11-99 foundation will stop issuing the sought-after 11-99 license plate frames to large donors.
According to SFGate, the move was requested by CHP Commissioner J.A. Farrow who was concerned that "the frames create a perception that contributors to the California Highway Patrol 11-99 Foundation are getting beneficial treatment from CHP officers." http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2008/09/28/BA5A137EGP.DTL&type=autos
The 11-99 foundation release on the subject has a decidedly different spin. http://www.chp11-99.org/news/news_show.htm?doc_id=705141
Some have even suggested that sales of the frames and associated metal ID cards violate PC 146d. (Every person who sells or gives to another a membership card, badge, or other device, where it can be reasonably inferred by the recipient that display of the device will have the result that the law will be enforced less rigorously as to such person than would otherwise be the case is guilty of a misdemeanor.)
While the 11-99 foundation rules prohibit use of the foundation issued ID to influence law-enforcement officials, there are plenty of driving forum discussions touting the usefulness of the frame.
