The Sinclair is what I see on most of the CHP stations mounted down from the top so the tower is a reflector. Its common to see two of them pointing different directions up and down a fwy.
I have observed both of those antenna types, or something quite similar on different CHP towers. I think Fresno had the omni and Merced had the folded dipole. I could be confusing the locations though.

Its a little narrow for even a typical 6m repeater split and for the CHP probably sits on one frequency all its life. I was going to rebuild mine with a folded upper element which is known to have wider BW and work fine as a 6m repeater antenna. I have a 6m Ringo also, it covers most of the band just fine but lights up the coax and mast with RF.
