CHP Black Sacramento Not Repeated

I've been noticing recently CHP Black in Sacramento [BLK3 VAL B, 44.66, 167.9] has on-and-off had the repeater system turned off, meaning scanner listeners cannot hear the mobile units unless you switch to the mobile channel and the units happen to be close enough. Anyone know why the repeater gets turned off for whatever reason? I know the dispatcher has the option to turn the repeater off (or at least used to).

CHP BLACK Mobile Repeat

They are currently repeating the mobiles off the Walnut Grove TV tower so it is not copied very well in downtown Sacramento. I had to lower my squelch setting to copy that transmitter yet I was copying the other three sites just fine. Low band is VERY noisy.
