It is probably the Metro FSP (Freeway Service Patrol), a fleet of tow trucks that patrol the freeways in metropolitan (metro) areas. The units are contracted by the CHP (State of CA) and local Transportation Authorities (like where I live, the MTA, aka, METRO). Here is a link to the CHP's Metro FSP web site:

The only other thing I can think of is that it might be a CHP unit that patrols the city (metro) portion of the freeway or highway of that town or city. But I doubt it, it is probably the FSP; and most probably
not a unit patrolling the unincorporated areas or areas without freeways.
Where I live (LAPD-ville), a Metro Unit is part of a police division (Metro Division) that concentrates on specific or major crimes (e.g. crime suppression, repeat offenders, criminal predators, etc.). Also, the SWAT Teams, Mounted Units (horse), and K9 Units are part of Metro Division (
