CHP using speech inversion?

I heard in the Sacramento area this evening what sounds like speech inversion on 155.445, no tone, which is (used to be?) the Plumas County mobile extender frequency for the CHP.

Does anyone know who is on that frequency in eastern Sac County?

I see now it is what I have as DOJ CH 17.

DOJ does all sorts of investigations - not just drug related. Their investigations often cover major/large scale fraud, forgery, drugs, and weapon charges. You wouldn't believe how many "boring" fraud-financial crimes they handle. Even their stakeouts (using voice inversion) can be "boring" white collar crimes.

I used to listen to many moving DOJ stakeouts with my AOR 8200 with VI card (voice inversion)

I do hear them on 155.445 and 154.9200 all the time.
With all the frequencies & talkgroups I am always monitoring, a lot of stuff just goes in one ear and out the other. But certain things pique my interest or get my attention including when I hear voice inversion. It's kind of funny because if they just talked in the open, at least for my ears, it would bring less attention to themselves.

These days there are very few frequencies or agencies which I hear voice inversion on, but DOJ definitely is the top of the list. The 2 frequencies I receive voice inversion on in the Sacramento area the most are 154.680 and 155.445.

What a waste of $$$. Voice inversion was obsolete in the 1970s. Several companies made cheap decoders that plugged into the earphone jack. I've seen two of them for sale on EBAY in recent years, and some of those Japanese "import" scanners have a built in decoder card too. I'll bet you can find the schematics to build your own kit on line too. I have the paperwork in one of my desk drawers.

What a big joke. The commercial fishing boats have better encryption. I've heard them using both time division and the modern digital scramblers, on their illegal modified 2m ham radios, which might appear anywhere on the VHF high band...

I've talked to some of these guys and they really think their gear is "unmonitorable"

I guess it kind of is to regular street level criminals, not scanner geeks like us :)

Then again look how many people believe Private Line (PL) means no one will be able to "hear them"...
