CHP "Victor" Units

Does anyone know what "Victor" units are? I have heard these on the radio, specifically on the "Central" channel. I presume that they are. "special event" units such as "VIP" or "Dignitary Protection" details? I don't really know.

Same kind of thing that many police departments have. I didn’t know that.

Also Los Angeles County Sheriffs have Victor units. Cars are all white.
