So are most California Highway patrols using Encryption now ? What districts can still be monitored or in the clear ?

What? I have a bunch of radios that do VHF lo band with P25 and AES.

For the CHP, it fills a need, but doesn't fill all the needs. CRIS will slowly take over as the coverage improves, and low band will be relegated to an alternate overlay radio system. Eventually that will go away but theres a lot that needs to happen first.
