Are CG&E and Cinergy one in the same? The former of the two has is licensed for a 450 MHz TRS, located in North Bend, which is located in Hamilton County. The frequencies are:

451.0250
451.0750
451.2000
451.2500
451.4250
451.4750

Is this system active and what flavor is it?

I doubt whether that would be in use, unless it is for some type of
data monitoring perhaps at the Miami Fort Plant.

Cinergy has an 800MHz system for all of their voice comms that
covers a very large area.

By the way, the name may be changing again within the next year as
they have been bought out by Duke Energy.
