City of Detroit Project 25

I need help.
I have programmed the new City of Detroit frequencies into my new Pro 96, and I cannot receive any transmissions. I used the Site 701 list found in the Radio Reference data base. I have called Radio Shack help line, a scanner support line, and the store where I purchased the scanner. No one seems to be able to help.

Can anyone give me assistance. I programmed the frequencies into bank 9 and set the system as MOT.
