City of Marietta, GA issued FCC License for use in Minnesota

I have been searching the FCC database for frequencies used by agencies in metro Atlanta over the past several days and noticed the City of Marietta was issued an FCC License on 09/16/2014 to use five VHF frequencies at Camp Ripley, Minnesota. The FCC Call Sign is WQUR270 and it expires on 03/15/2015.

How and why is this done and is this normal? Instead of getting an FCC License why couldn't they just use some of the VTAC channels?

Looks like they are used for some special training for MTTA fire maybe?

"Radios will be used to coordinate training and scenarios from 09-20-2014 until 09-28-2014."

I am sure MTTARADIOMGR will be along soon to explain.

Sometimes easier than reprogramming radios.
VTAC's would be easier, if they were already programmed into the radios, but not every agency has caught up with this.

STA's are an option for things like this, especially if they have someone on staff that can do FCC applications quickly (and it looks like they do). Easier to apply for one STA than reprogram the 40 radios.
