I would have to assume some talkgroups will be encrypted, but because they work with OSP and Marion county s.o. so often, I would think the smart thing to do would be to leave the main channels open. I know all three of those agencies monitor each others radios, and respond if they feel they need to. And its now an issue with Woodburn, where they are sort of isolated because nobody can hear them, and they have to rely on their dispatch center to get them any assistance if needed.
I think the switch to digital just by itself will kill any online feeds.
Nothing a $20 dongle and free software won't cover. I have a couple nice scanners and hardly ever turn them on now! Nothing like having 3MHz of spectrum to view, I've never before been able to record entire bands to review later. And so much software available I've added several new "modes" to my collection. Which isn't easy to do with over 50 in my list. First time I've ever heard digital voice on VHF+. Probably the best twenty bucks I've ever spent, other than my license fee!
