The entire county including starkville is using MSU's edacs trunked system. any trunk-tracking scanner will work. just program it according to its manual for edacs wide. All of the information you need to put in the scanner is at that link above.

The database says its analog and provoice, but so far no one is using provoice for their normal comms so you're in luck (for now)
