Funny and irrelevant. The goal of the 12.5 khz splitting was not to pair up with Canadian freq's... the goal is to get away from them. Back in the day of packet the great lakes region would run a different RF than the rest of the cap units in the nation for the purpose of creating less interference with Canada. The problems can be mitigated to avoid co-channel interference in a similar way that the FCC prevents interference from 430-440 mhz along the Canadian border, and that is they just don't let hams transmit on those frequencies. Not the best solution but there hams are not fixed operators who lack VFO's.

Major problem, not so much.

I used to be in CAP many years ago and there was talk of narrowband conversion back then as well...but as far as I know...they're still using the 143/148 MHz pairs around here in Virginia. Typical.
