Civil Emergency Message for a Planned event?

Noticed that a few TV stations in Tulsa triggered their EAS encoders. Could this have been coded wrong or just a lame excuse to send an EAS?

there will be a planned power outage along and south of broadway in
the city of altus. the planned power outage will begin at 3 pm and
last for approximately one hour. questions should be directed to
altus emergency managment at the phone number 481-2240.

If I had to guess, I'd say that looks like the work of Lloyd Colston, the EM in Altus. He's one of the few people I know that knows about the EAS and will actually request the system be used from time to time when the need arises.

As far as "lame excuse", well, do you just want them to notify when the nukes are dropping in our yards or what sir?
