Although WCCCA maintains the license, I thought Wash. Co. roads had their own dedicated 800MHz system...I think it's conventional...not sure about the other two counties.

I'll have to look up the licenses again.

EDIT: I found License KF5176 in the FCC DB that matches pdxbofh's info below.

In Washington County the agency is called "LUT"
(Land use and Transportation)

I think they still use VHF, I have 151.055 plugged in as LUT.

You can also monitor ODOT VHF for all three counties

See the ODOT section in the Oregon state database page for that....

Last year, after the floods, I know WC LUT had plently of activity because they had to check every bridge. So every 5 minutes I heard "Bridge 54342 is clear!"

Most of WC LUT traffic is on VHF 151.055 PL100.0 repeater, but in the past weeks I have heard their talkgroups on the WC TRS come active with traffic.

I am not aware of any 800 conventional frequencies assigned to LUT, however Clean Water Services does have conventional repeaters on 856.3375MHz WNSR611. I've heard activity at the Hillsboro treatment plant and I think at the Portland and Tigard plants are also set up similarly.

For construction operations outside of the treatment plants, they use their WC TRS talkgroups.
