Claremore LTR question

I'm trying to learn a bit more about how an LTR system works and what I'm reading doesn't seem to match with what I observe in the Claremore system. As I understand it, instead of an LTR system using a control channel, each transmission carries its own digital sub-audible data assignment which is interpreted by the receiver.

However,

So far as I have observed, the Claremore system only broadcasts on 460.4625 (Home Repeater 13). I can't tell that the other frequencies are utilized at all. In fact — and here's the kicker — I can't tell any difference in listening to the programmed LTR system and 460.4625 programmed by itself as a free standing FM frequency.

My guess is that 460.4625 is probably a default frequency for Home Repeater 13 and unless two separate user IDs are keyed up at the same time, the HR just stays with its default frequency. And since Claremore has so little traffic, I just haven't happened to see it switch. I haven't been paying attention to the frequency when Claremore FD keys up, but if they broadcast on 460.2625 (HR 9), then I think my theory will be proven correct. But I figured it would be quicker to just as you guys.

Am I right or am I clueless?

Yes that is the home frequency but you still need to put all 5 frequencies in an LTR scanner for it to track properly and so you won't have to hear an open carrier every few seconds.
