It says in the database that it's "Reserved for future VPD Expansion." In my trips down south have never seen it used. What's the actual use of it anybody?

Probably for expansion, in the future.

There are a lot a lot more people in the know (about Clark Co) there.

OK it was Wash related so I put it there. I thought it might be a secondary for VPD.

Control four was the old data channel when VPD was UHF and CCSO was VHF. Now all law uses Control five. It's just a holdover from the old conventional days.
