thanks RT, a friend told me wayne county which is south of Clay has went to encryption as well, so much for listening. my home county of richland has spent some bucks on p25, so hopefully they don't go that way anytime soon.
P25 Encryption is much, much more expensive than DMR. Most Motorola UHF DMR radios come with Encryption (the 7000E and 5000E series both do, which is a popular radio amongst many Illinois agencies that use DMR). Most agencies on simplex/conventional repeater DMR choose not to use them, because (in my experience) adding Encryption decreases the range significantly because of the amount of data passed. Encryption also decreases interop abilities in some areas.
I can't speak for all P25 radios, because there's many manufacturers that get used around here, but from what I've seen most don't include encryption (could be wrong!), and it's between $500-800 per radio to add it, and thousands per dispatch console.
We can all hope everything stays in the clear though. Eventually there won't be anything left..
