Clearwater PD Encryption

I'm visiting the Pinellas County area for the weekend and brought my 436 with me. I've been picking TG 1003 on the Clearwater system which is West Dispatch. It is encrypted even though it shows unencrypted in the DB. My question is did Clearwater PD move to full time encryption or do they just turn it on and off when they have something going on or when they feel like it?

When their P25 system came online, everything was encrypted briefly, then dispatch was unencrypted after the agency was called out on it. Since then, I have never observed ENC on any of the dispatch groups, and I live here. Group 15, Beach Dispatch, typically uses Phase 2 when it is utilized, which is only during periods of heavy calls or holidays. As I type this, groups 11 and 13 are patched on TGID 65178. Patches can occur on TGIDs 65101 through 65200.

I just took a look at my programming and now I feel like an idiot. I had TG 1001 instead of 1003. 1001 IS encrypted. Thank you for the info on the patches though.
