I hear traffic on the VHF CLEMARS frequencies all the time. I have the 800 MHz frequencies programmed, and have not heard traffic so far.

Parks & Rec, it depends on the specific park/etc. What area of northern Calif are you in and/or what specific park or parks are you interested in?

Several Sacramento and State Departments/Agencies use CLEMARS and I-Call freqs. Unless it is an Air-to-Ground operation you must be within a couple miles to hear the transmissions. Recently they have been used at the Calif Cap airshow and a couple training exercises.

They are very rarely used for patrol and dispatch communications.

I tried once to raise a CHP fixed-wing aircraft on the CLEMARS 800 frequencies. They were on a shots-fired call with us, but we didn't have any communication established. I specifically told my dispatcher to relay to CHP to use these frequencies, but communications broke down between the dispatcher (or more likely between me and my dispatcher).

The State Parks frequencies can be quite active, but I don't know all of their uses. The Folsom one that George pointed out is by far the #1 in the Sac area.

Other than that, I've never heard any traffic on anything other than the VHF CLEMARS.

It's occasionally used here in Southern California, but there are a number of issues with it that prevent it from being used more. Riverside Sheriff, for example, has an extensive CLEMARS network that provides county wide coverage. But their deputies frequently aren't allowed to change channels in their radios without watch commander approval. The other issue is, in radios that have 250 modes, the users frequently can't find it, or don't even know they have it.

Clemars 20

Roseville PD motor units have used clemars 20 in simplex mode for coordination, and I'm sure that their dispatch has the volume up keeping an ear open while they were using it for their activity.
I'm sure more agencies use it but the low power simplex mode you need to be a few blocks away to pick them up.
