Does anyone know what scanner will pick up "Open Sky" Clemis system used by most police in my area of Oakland County, Michigan?

Just for clarification: any scanner that covers the CLEMIS frequencies will receive the transmissions, but no scanner can decode them. (All you would here is a blast of what sounds like organized noise.)
