The Clermont County Sheriff units are Robert units. If memory serves me right, the first number of a car's radio identifier will be 6, 7, or 8 depending upon the shift. The letter corresponds to the individual agency/jurisdiction. The last two numbers are the car's beat. For example, 6P11 is a first shift Pierce Township car assigned to the first beat. The second shift one beat car will be 7P11 and the third shift unit would be 8P11.
Being a retired dispatcher of 15 years for Clermont County I can provide some insight on how police unit ID's were developed and work.
As mentioned already each numeric or alpha character serves a purpose.
The 1st numeric stands for the shift the unit is working.
6 = 1st shift (day shift)
7 = 2nd shift (Departments on 12 hour schedules, unit will use the 7 to show as a split shift.
8 = 3rd shift (night shift)
9 = Administrative units with the Clermont County Sheriff Office or Dispatcher Employees.
There are units that may come on Clermont County channels that do no follow this numbering scheme as they are dispatched by other agencies even though they are in Clermont County. (Or mutual aid)

4David = City of Milford. Dispatched by Hamilton County.

The next character (numeric) stands for:
1 = 1st car in a particular district
2 = 3rd car in a particular district
And so on with the exception of float cars.
10 = 1st float car with no district assigned.
20 = 2nd float car with no district assigned.
up to 40.
The last character or characters stand for which district the unit is assigned. This number will vary depending how many district a department may have. A unit maybe assigned a certain district number but may cover multiple district. Example 6-Robert-11 (1st shift) (Clermont County Sheriff Office Road Unit) (assigned to District 1, Which is Wayne Twp.) However 6-Robert-11 may cover district 2 and 3 at the same time.

80 through 89 are normally assigned to Sgt./Lt. of an agency.
70 through 79 are normally assigned as Corporals or Investigation units.
60 through 69 are assigned K9 units
50 through 59 are assigned Traffic or Safety units.
I am sure I missed a few or some have changed since I retired.
There are also some units using 4Victor, UC Police at the Batavia campus are 4V14 and 4V24, I believe the animal control units are in this series as well.
