I was talking to a Sheriff today as he was out doing the rounds and we got on the discussion of thier radio (of course) and he mentioned that the 39.980 simulcast of the dispatch will be getting turned off either the end of this month or next month.

He also mentioned that at the same time they would then be switching over to thier trunked system.

Now correct me if I am wrong but the clermont county Sheriff is already on the Trunked system (apco25 digital) and have been for some time.

Is this correct or have I been missing all the fun?

That is correct, the sheriff has been on the TRS for about 5 years or so now.
Perhaps the reason they are now getting around to shutting it off is that all law
enforcement agencies in Clermont County have finally gotten all their radios in service.
