Cleveland TRS and Ohio TRS

First of all, I do not know why Cleveland built their own TRS instead of use the Ohio TRS.
Second, is their an interconnect talkgroup (are their interconnect talkgroups) between Cleveland and Ohio or do they have to go through their Com Centers?

1. Desire for local control vs the state telling them what to do.
2. No, and really no need since users can change to talkgroups on one or the other as needed. Dispatchers can monitor talkgroups on either system as needed.

Cleveland operated a TRS before MARCS was even an idea. The Cleveland P25 system was operating before the state and county built the MARCS simulcast.
