Hello To All,

I see Cleveland listed as using a Motorola Type II system.
System voice: VSELP Exclusive.

Is it possible to monitor this on todays radios?

I heard it is encrypted.

Any help/suggestions appreciated.

There are no radios on the market that will allow you to monitor this system short of an actual Motorola radio with their settings.

There is some encryption in use on sensitive talkgroups (Why, I'll never know since nobody is able to monitor it).

Hi Brian.
I'm afraid VSELP is an old version of Astro digital radio. Because this type of radio is becoming obsolete, or shall I say, "Is obsolete", the modern scanners aren't capable of monitoring such system. However, Cleveland is in the process of upgrading there system to an Astro25. It is this type of Motorola system that modern scanners can handle.

Dont get your hopes up, In Cleveland an upgrade is not going to happen anytime soon (3-4 Years). 2009 is when the Motorola RSS (Radio Service Software) will no longer support VSELP. They may start taking bids on a new radio system in 2-3 years. They are now just upgrading the CAD and they are going to be installing MDTs in EMS and Fire Rigs shortly. Stevengn

From an agency perspective, its the safe thing to do; one never knows what may become monitorable if encryption is not in place. Throw some fairly decent encryption on top of the transmission and the system admin can sleep a bit better! zzz zzzz zzz
