Clinton County..can't hear!

I have programed all of the frequencies listed for St. Johns and Dewitt East and West. I put St. Johns, DeWitt East, and DeWitt West all in different banks. But I cant hear DeWitt unless I MANUALLY thumb through the frequencies. When I hit the scan button I can hear the Lansing Police that I programed earlier just fine but it never stops on any of the DeWitt transmissions. Did I do something wrong?

Most of Clinton County Public Safety if not all is Pro-Voice so you can't monitor it without a provoice capable radio.


Scanners are almost useless in that county.


RDale can better tell you that since he is from that area so to speak.

You can still hear the Sheriff on the MPSCS, TG 1191. Thats the only way you'll ever hear the Clinton Co. SO. Also, I think FD dispatches are still simulcast over VHF and the EDACS system, so you should be able to hear bits and pieces from them too.

Stop the presses... This is simply a programming error - sounds like you did not set them up as an EDACS system properly. Go back and step through the manual and remember there is nothing in the 0 spot.

If you look at the database here, you'll see sheriff dispatch is ProVoice and a few other PD-related talkgroups. Their tac channels are analog (i.e. you can listen) and all fire comms are analog. So scanners work just fine in Clinton Co, as long as you don't want to hear police dispatches.

If you do want to hear sheriff dispatch, get a digital capable radio and monitor talkgroup 1191 on MPSCS -- it's a direct retransmission in the clear.

Ill look at the programming again. I am looking at listening to DeWitt City\Township Police. I am not concerned with the Sheriff. Are you saying that its possible? Will I be able to hear dispatches to them or do they get their dispatches from the Sheriffs office? Sorry about my ignorance.

They are dispatched by the sheriff, so you'd need a digital scanner to receive.

Ok so I cant hear the dispatches from the sheriff but can I hear their reply to the dispatch or is that provoice? Also is group 1191 here to stay? I wouldnt want to spend the cheese on a digital radio just to have that TG disappear.

You cannot hear anything on that talkgroup on CC's system.

Unless MSP shuts their doors, 1191 will be here to stay. It's been around for years.

You need a digital scanner to listen to them. Clinton County runs a Central Dispatch there so everyone is dispatched by the Sheriff's Office there.

Yes. If you get a digital scanner (Pro 96/2096, Uniden 296/796 or 396/996), you can monitor DeWitt City PD. They are dispatched over the same TG's as the Sheriff's Office. You cannot monitor them unsing the Clinton County EDACS system, however you CAN monitor them over the MPSCS on talkgroup 1191 using one of the digital scanner listed above. And like Rob said, unless the state decides to do away with their multi-billion dollar statewide radio system, TG 1191 isn't going anywhere.

Everything in the database that is A you will hear. E or D you will not.

Gotcha. What about the MPSCS? There are no A signals, only D. Will I get those on a PRO-96?
