They currently use VHF Repeater with "some" units on VHF and some units using STARCOM21. This seems to apply to Sheriff, Police, Fire and EMS.
They've been using SC21 for years, but was also concerned about how good the coverage was. Here is an area tower map. Clinton County is the one with Trenton, Breese, Carlyle. Note: St Clair County simulcast site 359 has always provided some coverage on the west side of the area. Washington County (to the south, Nashville area) has no site either.

I do not know if this P25 system will connect with SC21 or not. (Like Missouri does on non-metro area sites).
Note: The repeaters have some odd lower ERPs on them.

* 6 sites
1 Dam West Beach, Carlyle Lake

* 155.13 is a currently licensed Clinton Sheriff
* 155.9475 is close to 155.94 used by Mt Vernon IL Public Works DMR system.
* 156.165 would have chosen 156.1575 to stay away from other area TX

Clinton County started looking at this a long time ago, signed a contract, ran into legal problems with a tower site that has or will end up in court (don't know the particulars). Their communications has really suffered, at least on the fire department end that I'm familiar with, and something needs to be done sooner rather than 2 years from now. Hope they get it all worked out.
