I have a friend who works for FPD and he told me that they aren't planning on switching to Hoosier Safe-T or any other radio system... So the convintional is still good.

When does SAFE-T assign talkgroups?

This raises an interesting question. Does anyone know under what circumstances SAFE-T administrators create talkgroups for local agencies? They clearly don't go about automatically creating the talkgroups for every local PD... some seem to have them, others (even those within range of a SAFE-T site) seem not to have them. Does it happen upon request of the local agency, or what?

When an agency is interested in joining SAFE-T, they contact the IPSC (Integrated Pubic Safety Commision). The IPSC then does a DDR (Detailed Design Review) of the angecy to determine:

A. Coverage

B. The agencies talkgroup needs


Once this is done and both sides agree what is needed, they then sign a M.O.U (Memorandum of Understanding) This is sorta like a contract.

The IPSC does not create talkgroups for agencies unless they plan to join. If an agency has talkgroups, they will be or are a member of the SAFE-T system.

However, In the case of Boone County, I know they have not decided 100% to join SAFE-T and the IPSC issued them a few radios.

Thanks for the explanation. I guess that means that while Frankfort PD might have no plans to join SAFE-T, the Clinton County Sheriff's Deparment must be in the process, because the IPSC has assigned them talkgroups.

The hits I get here in Lafayette off the Dist-14 tower for CCSD are all administrative. The operation comms from Clinton Co. SD are on the VHF freq out of Frankfort. The Geetingsville (003) tower is relatively quite.

I'm not real familiar with the Clinton Co SD operations, but if they are like Tippecanoe Co SD, the comms I hear sound like coordination with shift supervision. Not at all like the dispatch (Uniform) activity on the VHF.

System Freqs for Clinton County

Need some help... The Safe-T map shows Clinton county as completed but there are no system frequencies listed. I live in the western side of Howard county and can not pickup Peru or Tipton very well. I was hoping to be able to listen in on Clinton counties tower. Can anyone help?
