Believe that Clinton County may be utilizing the Michigan Public Safety Communication System (MPSCS) for law enforcement dispatches

They also simulcast on the Ingham County system (talkgroups 1057 and 1071) in analog.

I've had people ask me for help getting clinton pd, the long story short, only way to be sure to get clinton pd is is to include all the surrounding counties MPSCS towers.
We do have a list of tower frequencies in the mpscs database for a St. Johns tower, but probably not online yet - they werent when I drove through clinton end of last December. https://www.radioreference.com/apps/db/?siteId=32854

Where do you live? I can get them from lansing from time to time.
All Clinton county police use the Clinton co EDACS in provoice. They simulcast PD main on MPSCS so the Troopers working Clinton co can talk with other law enforcement.
jbudget3 and I have been emailing back-forth and I was suggesting increasing in the menu, the mile range and even trying to change the zipcode to a county surrounding clinton. I tried picking up clinton pd using saginaw's towers before and again now without any success.
I recall using shiawasee that worked before while out that way, but is beyond my range here.
Since im outside the range to get their provoice edacs, this is absolutely pure speculation, could it be that clinton pd provoice is encrypted, but the mpscs patch is not? We do have LEIN in the database as being encrypted.
Would be perfect if they turned on the st. johns tower frequencies, then all would be simple, but that info we have is just frequencies allocated for that tower from the FCC.

I haven't seen any encrypted channels yet. So far all are in the clear provoice
Without knowing where you live and I assume by "factory antenna" you are not asking about an outside antenna?
I am in the Williamston area and cannot pick them up inside my house with my 436 or sds100.
I also cannot pick them up on my P7100 or XL200P inside but if I go outside, it works intermittently.
If I hook up either my scanners or portables to either of my outside antennas(Yagi pointing n/w or discone), I get them fine.
Clinton PD main tg is ProVoice only, no encryption.
The patch to the MPSCS goes to the MPSCS towers surrounding Clinton Co only.
There are no MPSCS towers in Clinton County.
They have 3 Harris towers for Clinton's system in the county, to include Taft rd
and there are 2 more, 1 on Chadwick rd in DeWitt and
1 on Upton Rd in Bath.

I saw a MPSCS tower near St Johns when I went through in November, however I can’t remember exactly where it was due to a lack of time to document it.

The proprietary talk group(s) means that only they have them, like a car/car. The Sheriff has some TAC's and a Detective tg and those are ProVoice. St. Johns have a PD Admin and PD and FD share a Tac and those are analog.
As noted, there are no MPSCS towers in St. Johns or in Clinton Co.
Clinton Co has 3 towers in the county for the Harris Corp EDACS radio system.

The only two channels are I can not receive consistent are main dispatch and lien. I get them very rare when they come over.
Even though not operational yet, according to the RR Database it appears that Clinton County may eventually be getting a MPSCS tower near West Taft Road & US 127.
So you cannot receive consistently thier 19P911 on Clinton's EDACS and LEIN? LEIN is encrypted so you are not going to receive that.
Again, not knowing where you live and are trying to receive from and using a factory antenna or outside antenna?
You can receive all other talk groups? Both ProVoice and analog?
