If you are monitoring with any kind of a weak signal, I would recommend you do NOT rely on affiliations only for logging talkgroups. The only way I would accept a non-matching TGID/RID is with voice or multiple hits. 641022 on TG 16410 would be a matching one (Hartford FD Car 6-M).
The metropolis of Bethlehem would likely not have a large number of talkgroups. If they came online, I would expect to see perhaps 11001 through 11010
Radio IDs for municipalities typically start in a low range. So, I would be leery about a small town radio being 106864. Ones I would have more confidence with might appear as 101001, 106201, or something like that (I made those two up)

Yes, I would like to update that list with accurate information. A 10xxxx ID would typically correspond with municipality 10, Bethlehem.
However, I don't see any listings of a Bethlehem talkgroup nor have I seen any sign of them being associated with CLMRN other than DESPP Interops. Just don't want to jump to conclusions before updating the list, lest there be a misunderstanding like Avon with CT Transit or Andover with Stamford Ambulance where the municipal code convention is not followed.

Troop K expansion is complete with 6 700MHz channels added to the lineup. The change also made two of those new 700MHz channels Secondary (or Alternate) Control Channels. 2 of the 800MHz channels that were SCCs are no longer. 22 talkpaths now, let the communicating begin.
