What Radio Shack Pro 652 and Pro 197 scanner are Best cloneable to

The Pro-652 and Pro-197 are only cloneable between each other, the WS1065 and PSR-600.

If you're looking for portables, the PSR-500, Pro-106, Pro-651, and WS1040 are cloneable between each other and the base/mobile scanners.

The GRE PSR-500, PSR-600, Radio Shack PRO-106, PRO-197, PRO-651, PRO-652, and Whistler WS1040, WS1065 can all be cloned to each other and use the same programming software. You need a cable with 1/8" (3.5mm) TRS (tip/ring/sleeve) stereo plugs on both ends plugged into the PC/IF jacks on both scanners. Make sure you do Clone Send on the master scanner where you want to keep the programming.

If cloning a RS unit to a WH unit, you may need to reset the RSSI value for proper displaying of the Signal strength bars.

The RSSI settings have no effect on scanner operation. They only affect the number of bars displayed for a given signal strength. Here are the RSSI bar settings for each scanner:
