CLOVIS CA Channel 4 What is it?

Anyone know what it is, been hearing Officer's say they're going there, but no luck so far in finding it

CLOVIS Channels I have in Scanner are:

1 .... 460.175
2 .... 460.025
5 .... 460.225

Note: Channel numbers are those referred to by dispatcher & Officers.
Clovis 2 is also used by Fresno City Police as Channel 8, and the Fresno County Sheriff as Channel 1.

Could it possibly be the output of the main channel in simplex mode?

which are licensed to the city but are public works frequencies, which PD's sometimes use.
