Can anybody tell me the difference between stage 1 and stage 2 in the CNYICC SYSTEM/

I am assuming you really meant Phase 1 and Phase 2 as the title suggests. Phase 1 uses Frequency Division Multiple Access (FDMA). Phase 2 uses Time Division Multiple Access (TDMA). Oneida Country mostly uses TDMA, while the remaining counties (Onondaga, Oswego, Cayuga, Madison, and Jefferson) mostly use FDMA. Systemwide and Intra/Inter County also uses TDMA. There are other exceptions that you can see from the RR database.
