Earlier this evening I heard a roll call taking place on Marine Channel 23A (157.15). It was billed as the "Division One VHF Radio Drill." The moderator was called "Catonsville Radio" and the roll call was comprised of units called 1H (One Hotel) and on through the alphabet always with 1 (One) as the first character of the callsign being called. After that list, there were a few with place names such as "Crownsville, Deer's Creek, and Londontown." One other speaker showed up during the roll call using the callsign "Ferndale Radio," who, along with Catonsville Radio tried contacting 1U (One Union) to no avail.

Does anyone have a clue what this might have been?

I remember a posting a few months back, either on RR or on SCAN-MD/DC....similar scenario.....ended up being a Coast Guard Aux radio drill. Evidently, this sort of thing happens from time to time and is typically conducted from land-based locations. Seems to be the most likely explanation here.
