That sounds rather like they might be operating half-duplex in some way, or perhaps you are just not reeiving the other path due to their transmitter being in a less effective location?

I'm guessing you're referring to 163.050, CG112.

Communications there are likely to be P25, encrypted for the most part, and also for the most part simplex in nature. As mentioned in post #2 the other station/vessel/whatever it may be is just simply out of range. The same thing happens here on Cape Cod where primary operations are on CG127, 171.2375. That's just the way it is.

Yes I miss the old days listening on the open VHF and HF used to hear the aircraft and ships on HF

to add onto what Scott mentions, what make/model scanner ?

Some Scanners ignore ENC transmissions, it could be your scanner is hearing the CLR but rejecting the ENC
