Cobb County DTRS

Recently, I've monitored several conversations on talkgroup 30217. It sounds like "talk-around" type traffic. I'm not sure who it is but am hoping someone else does. I do know that on the analog TRS, Cobb had a Haz-Mat Tac/Talk-Around channel so perhaps it is that.

Anyone know what it is?
