Cobra 29 LX power always on issue

Got a Cobra 29 LX given me. Problem is, once power is applied it will not turn off, even with the Off/On Control.
Normally, when you first apply power the radio will turn on and then off, even if the Off/On Control is off. But,
as I said, this one stays on. Fellow that gave it to me said it started doing this just after he had the battery
replaced in his van.
Checked that the Weather Alert function is turned off, etc.
Hoping that the microprocessor has not gone bad.
Looks like the circuit that automatically turns on the radio for weather alert may be shorted.
Any ideas where to look or fix for this issue?
A work around would be to just turn down the volume if you don't want to hear the radio, or
unplug it, but would like to see if I can fix it. Radio seems to work OK otherwise.

Two words:

Toggle Switch

I agree with Doc... just add a toggle switch to either the power cord/dash or side of the radio to kill power. If the rest of the radio is functioning, it seems like a very minor inconvenience to access a "main power switch".
If the radio is having problems, I would consider buying a new radio rather than fixing it.

At least a few years ago (when I tried it last), Cobras was one of few manufacturers that would sell service manuals for their radios. If they still do that, it might help answer a few questions about how the switching is done--and then go from there.
