I hear the term "code blue" used a lot lately on the Parks talkgroups. I'm guessing it has something to do with the frigid temps. and checking locations for homeless?

Assuming you're referring to a NYC DoITT system, yes the term "Code Blue" refers to the homeless. Plenty of articles if you Google "NYC code blue"

It usually involves opening additional shelters for homeless persons on the street, perhaps making extra street sweeps to find such persons who may otherwise refuse such help, offering hot meals, etc. The specific actions are defined by the local municipal government, not state or federal.
