Coffey county public service

i have been trying for several days to find the Coffey county frequencies. it wasn't till i was watching trains in lebo i realized i havn't heard Coffey co police or sheriffe for several years. some wasn't programmed in like i thought but then i programmed them in and nothing. i've been searching the police svc search and 452-470 ranges and nothing. are they on a trunked system? i looked on FCC but can't find anything that works.

Try 453.300 and 453.500

453.3 doesn't get anything and last i knew 453.5 was encrypted on one side. I know i used to be able to receive 453.3 with a portable scanner right in emporia . now not even on the base.
