Colleyville Combined Dispatch and Samson Park Questions

I'v noticed that for at least the last several weeks, the talkgroups for most of the Colleyville/Keller/Southlake combined dispatch TG's have been simulcast on layer 1 as well as the normal broadcast on layer 3. Also, Samson Park PD (TG 7478) is being carried on both layers 1 and 2.

I know about radio affiliation outside of that radios normal layer/area, and don't think this is the case here. It looks like a result of system programming. Anyone have an idea as to why this is occurring?

I heard that Keller and some others were having coverage issues out near the Alliance Corridor, so they made those channels carry over to Layer 1 to fill in the gaps.
As for Sansom Park, I suspect that's just a programming mistake, because I've actually heard the same talkgroup on the Irving system.
