The County has entered into a partnership with the Cities of Plano, Allen, Wylie, and Murphy and is developing a new regional radio system that will be referred to as PAWMCO (Plano, Allen, Wylie, Murphy, and Collin County).

Reading over the 2nd link that ND5Y provided, it will be a phase 2 system.
"Funding for the P25 Phase 2 radio project was approved by Collin County Commissioners Court
on December 19, 2016, Court Order No. 2016-986-12-19. "

Its a safe bet that any system going into service now or being planned to go into service anytime soon will be phase 2.

It's not stand alone, it'll be merged onto PAWM. So yes, it'll be TDMA P2. Wylie has a bunch of stuff (Radios) on Rene Bates but who in their right mind wants P25 P1 radios?
