Colo DTR Talkgroup 1094 ?

Anyone know what user on the Colo State DTR is really using talkgroup 1094 ? I ocasionally hear it on the Cheyenne Mtn tower and the RR database shows assigned to Radio Techs. Actual traffic seems to be a law enforcement agency like police or sheriff.

1094 is adjacent to

1093 445 D Douglas County Criminal Investigations Douglas County
