Been seeing new flat, black, round (maybe 6 inches across) antennas on the roofs of Columbia Co. SO cars. Anybody know what they are for?

Could be this:

CCSO is fielding preemptive signaling, I believe only a few units have it at this point. Combination GPS and wifi system to control the traffic signals for emergency vehicles. Look at some of the major intersections and you can see the radio device mounted in between the signals.

They are still on VHF, although I believe they will be going to 700/800 at some point. Not clear on the details, but the county is installing miles of fiber optic cable and will be putting up several new towers. Seems like it could have been cheaper to use Pal 800...

Saw a K-9 sergeant over the weekend. He had his regular VHF portable as well as an 800 Motorola. Maybe PAL800... Anybody know what's going on?

I observed one of those antennas today... looks sort of like an antenna for an AVL system.
