Looking at the database it appears Columbia and Boone County are on VHF and have several VHF channels they could use for interop (in addition to the stuff in the NIFOG). Apparently they haven't updated procedure, or trained on it, and in this case didn't follow the procedures they have. Too many departments have bunches of radio channels yet never use them; they just keep yapping on the dispatch channel as if it's the only one they have.

Education and training is the one continual headache those of us in the public safety communications profession have to deal with; we're always asked to provide the resources (which we do) but then the resources never get used because no one updates policy or training.
