Columbus Fire dispatching on 10 DISP

Anyone know why Columbus Fire is dispatching over 10 DISP instead of 10 FIRE? Dispatching manually when the locution system is down is not uncommon, but changing the channel is.

Either somebody screwed up, or they needed to keep 10 FIRE clear for testing...
