It depends on the system. Older Motorola 5 frequency trunked systems can be scanned on a 800 mhz. capable ham transceiver, like the Yaesu FT-60R, as well as on non trunking scanners. You scan all the frequencies and lockout the control channel everyday. You will however have to listen to everything on the system as you won't have the benefit of talk groups.
