Does a radio/scanner exist that can follow trunking police and EMS as well as be a amateur radio transceiver? All in one box?

Only in the form of Motorola and similar manufacturers' radios that are built as analog and digital transceivers. But they don't have the scanning capabilities of pure scanners.

It depends on the system. Older Motorola 5 frequency trunked systems can be scanned on a 800 mhz. capable ham transceiver, like the Yaesu FT-60R, as well as on non trunking scanners. You scan all the frequencies and lockout the control channel everyday. You will however have to listen to everything on the system as you won't have the benefit of talk groups.
