The city is on the City 700 system in the database. Just about everything else but CHP is encrypted now.

For simplest programming, add SDPD 700MHz Northern, Southern, Eastern, Central, Western, and Mid City Dispatch 1's.

For the rest of the county, add RCS Nextgen West and South sites with talkgroups for LE South Command and South Tac 1, LE North Command and North Tac 1, Blue 1, and Law Air and throw in CHP El Cajon for good measure.

CHP San Diego low-band is 39.4 PL 162.2 if you want that too.

That pretty much covers the 99% of law enforcement radio traffic left to hear on a daily basis.

There are 'division' tacs that are encrypted (NorTac for Northern, CenTac for Central, etc), but the standard tac and City tac channels are in the clear.
