Comms for torch relay security in Victoria

Can not remember when i saw a story on what the security costs were for the relay in Victoria, but it was said that $60k was spent on renting a temporary radio system while the relay was in Victoria. Does anyone know what/whos system was rented for the relay? Any idea why CREST was not used?

They were using IDEN radios for much of it... here you can see the empty radio holsters with the IDENs on the lapels..

Vancouver Police mounted squad were here too, and they were sporting their 800mhz LPE200s. XTS style radios with short antennas were seen on some of the Olympic escorts, but I heard nothing on the 800 or 700mhz bands. (mind you, I wasn't really paying too much attention to the scanner during the event)
