All the more reason to have more than one nationwide system are local back-up

In addition to the States experiencing 911 disruption, this also caused interruption in service to the interface used for transmission of EKGs to hospitals from EMS in the field.

Incorrect. The outage was in fact caused by induced currents during a geomagnetic storm.
Back in the old navy they were called "sids" severe ionospheric disturbances.
I worked a navy receiver site in the N A desert and we tuned about fifty stations on all different equipment on a lot of different freq's.
When circuit control started losing stations we (all two of us) would put stations on speakers and listened to them go silent.. Nothing for us to do but sit and wait. Usually the side band would be the first to come back and then the rest. Busy getting them tuned in and hitting the CW key to let circuit control who they could have back.
Satellite communications made us all obsolete and all that equipment is probably buried under the sand now.

The location of the effect depends on local conditions, including underground electrical and magnetic fields. The current coronal hole stream caused three distinct events as it arrived - the ConEd fire in NYC, the 911 outage, and a transformer explosion in Louisiana.

Ockham's Razor applies here.

Actually, correlation does imply causation. It is not enough to prove it.
